The penalty one is terrible, in my opinion.
The ball is in play as soon as it is kicked... There are no other aspects of the game where the ball comes into play and is then stopped without going out of play again. (fouls aside)

Are the rest of the players that are not involved with the penalty going to have a nice massage and chat whilst the penalty is going on?
You lose the drama of a spot kick, if it gets saved and the defenders and attackers race to get to the rebound. Bit like the Auba penalty in the NLD even though Vertonghen was encroaching but it was dramatic with the goal line challenge

Sounds like these are there to help with the implementation of VAR
3 won't stop time-wasting. The only way to do this is to have the clock work like in rugby - clock stops when the ball goes out of play, and the match finishes at the first break of play after 90 mins (or 80 minutes to account for the clock stoppages).
No point spending 2 minutes dragging yourself off the pitch when the clock has already stopped.

I'm unhappy with 2 and 4 too.
2 takes away potential sub-plots from a penalty - the follow up, the heroic double save, the rapid counter-attack. As others have said, there's no other context in the match where the game has to be stopped without an infringement when the ball is in play. (Incidentally, I suppose the old Henry / Pires penalty pass would be forbidden under the new rules: the pass would be designated a miss.)
4 seems a pointless constraint on the freedom of movement of the attacking team. On the other hand, it strikes me there could be a lot of unforeseen consequences in how this impacts the tactics around free kicks. For a start, the attacking side can outnumber defenders away from the wall.

I think these rules are quite sensible. Rebounds at Penalties annoy me. The keeper has done all the hard work of saving a penalty and has virtually no chance with a rebound. To stop time-wasting, when a player is taken off they will no longer have to leave the field at the halfway line and can leave the pitch at the nearest point.

Well you'd have to ask them, but I suspect there's more to it than whether they think it's fair.
I like them all.
2. Gets rid of the encroachment like Verts on Saturday. Also, I think a penalty is award enough, if you miss a pen then a sneaky rebound is just lucky.

Might as well make a rule that keeps everyone else apart from the keeper outside the 6-yard box, to clamp down on jostling. Just like they do in Handball.
