Handling the ball involves a deliberate act of a player making contact with the ball with the hand or arm.
The following must be considered:

However, Head of Uefa referees Robert Rossetti told the Times in January that - when VAR was introduced into this season's Champions League - officials would penalise any unnatural arm movement that makes contact with the ball.
"The big challenge is the position of the arm. When the arm is totally out of the body above the shoulder it should be penalised. If the defender is making the body bigger in order to block the ball it is not fair.

At least the money we earn is our own, so we can pay the VAR refs what we want to get decisions like that. Credit to the United board for outbidding the oil money club PSG for last nights referee team

Players appeal for loads of decisions even when they KNOW they're wrong. I obviously meant he himself couldn't have really believed he'd get a pen for that. Almost every player who hits a shot in injury time that gets blocked with the body make "hail mary" appeals for a penalty.
There has been as many fans of other clubs on this board as our own since the win.

It's clear that the ball hits his arm. Too often it's a case of 'some you get, some you don't', flip of the coin, different ref/different decision.
However it seems rules have been changed apparently that now mean the incident last night is a clear penalty. I'd still be livid if it was against United even so.
Wasn't there the same situation that saw Otamendi give a pen away v Schalke a couple of weeks ago? Don't remember much of a protest on behalf of City then? At least the new rules seem to be bringing a bit more consistency.
