Why are you bringing 'all referees' into this?
We often see the correct decision on occasions such as this, particularly in the PL.
As I said above, the issue in European football is with the guidance and the law makers, not the referees, imo.
It'd help if you actually learned the law though TOOR.

Yes all the referees since our discussion before the World Cup on VAR's usage in handballs. I have been proven correct and yet you tell me I don't understand the laws. So all these referees don't understand the laws but you do.
The issue is not with anything, you can't tell the referees they are wrong and you know the laws better ffs
They are the laws and they have been briefed on how to apply them. Obviously, as we have seen during the World Cup and beyond. You're wrong, they are not.
When you look at the footage, Toby does the exact same thing with his arm when sliding in to block, and he's not even in the way of the ball. That's just naturally where players have their arms when making actions like that. It's not unnatural. Nobody even appealed it which was telling.
There's nothing wrong with VAR, its just a video record.
What's wrong is that a lot of referees do not know how to use it, and how to apply it in various situations - usually exactly the situations it is designed to help with.
Nope, TOOR.
Plenty of handball appeals since the world cup have followed the correct interpretation - the main issue has been with VAR in Europe. There was one recently in the FA Cup that didn't conclude this way.
You appear to have stopped reading what I've actually said - where did I say the referee was wrong?
You haven't been proven correct. The referee didn't give the penalty because Rose's hand moved towards the ball. He gave it because he made his body bigger, apparently.
You're wrong about the hand moving towards the ball, just as you're wrong about why anyone with common sense knows the law makers have got this guidance horribly wrong.

Exactly this.
If you asked the UEFA officials to play a football match and then played back their movements to them after the game, maybe they'd see what everyone else (apart from TOOR) can see.

What's to debate?
I've seen plenty of handball incidents similar to last nights where no penalty was given.
I would go as far as saying I haven't seen VAR used incorrectly in the FA Cup. Seems to be an issue with guidance in Europe more than anything.
Funny thing is that you pop up to tell everyone what the laws are but you have absolutely no understanding of the laws and how they are applied. Both handballs and the Salah incident proved that.
You don't understand the laws and how referees have been asked to apply them. They aren't wrong, it's been proven since the World Cup, as I told you, you are.
Clattenburg, who presided over a number of major matches including the 2016 Champions League final and the Euro 2016 final, says Kuipers made the right decision and used VAR correctly in the situation.
"In keeping with UEFA instruction, referee Bjorn Kuipers was right to award Manchester City a penalty when Danny Rose handled as he slid to block Raheem Sterling's shot," Clattenburg wrote.
"Rose's arm was outside his body and that, say UEFA, means the Spurs defender is making himself bigger. UEFA issued this instruction after similar incidents in the Champions League earlier in the season.
Anyway I leave it as we've been over this and you believe UEFA, FIFA and referees are wrong and you're right, so there's no point debating it, or anything for that matter, with you.

Penalty for me and VAR got it right. Rose moved his arm towards the ball, blocking it with his arm. We've seen already that these are penalties with the use of VAR. PSG, Otamendi etc. Referees have obviously been told what to look for. This guy is one of the best too. I think they know the rules better than you Winston.
----------------------------------------------------------------------
Rose moved his whole body toward the ball in an attempt to block a shot that was struck about 3 yards from him. Should he have left his arms behind? Kept them at his side like a penguin? Poor decision.

Well firstly Lineker is not a Spurs fan, always been Leicester, and Rio defo is not. Plus how do you explain every other pundit;s reaction to the decision. Are they all Spurs fans ? stupid comment.
VAR is clunky but fair. It didn't work too badly last night, the delays were ok. I think you really have to have your Spurs glasses on not to see that as a pen. I was watching it on a Spanish stream and even there as soon as it was replayed the commentator said penalty. If it had been the other way round (and we've had at least 2 against us on VAR), you'd all be saying it was great stuff.
