I don't see CL qualification as an impediment to making the necessary changes. It makes it easier to fund the personnel changes we want if we make the top 4. We've failed to do so in the past and that wasn't used as a springboard to rebuilding. Either way, it means a change to the decision making structure. The question is whether Woodward has the leadership ability to delegate to better qualified individuals - not sure that our eventual league position will determine that.
Well what would everyone rather? A season like this where we have no chance in the CL and win nothing, or a treble winning season like 16/17 where we won the treble?
Chance to get rid of 10/11 of our deadwood or flops, give some of our academy kids a go and buy some young hungry players around Europe who haven't reached their peak yet. These are the players the other big clubs may overlook for ready made options.
We need to go back to basics and build a young hungry side. The title is years away.
I'd say yes but I don't think the board or bulk of our fanbase have the patience for a rebuild so we're doomed to repeat failures of the past.
We're in the same situation we were in after LvG went. I wanted the Europa League to be used as proving ground for our youth but in a sign of things to come Jose couldn't get us playing so focused on the weakest competitions as a target.
At that time we should have been fielding teams in the Europa League with Januzaj, Powell, Varela, Wilson, Pereira, Axel, TFM etc. Who knows what may have been. Two of those went on to play at the last world cup, another two earned full international caps.
It’s not as easy as just saying “we’ll skip the CL this year, get rid of the high earners and finish top 4 next year”.
It’s a transitional process and one you want to do while still pocketing the CL money to help attract the better players
In my opinion Pogba is the best midfielder in the world if he is staying. Massively overrated if he is leaving.

CL revenue last year was £35m, earned £40m from winning the EL the season before.
Matchday revenue probably a bit higher than EL but balanced out by number of games
Adidas sponsorship gets dropped £20m.
Probably still a net profit increase.
Far less important to united because of the crazy amounts of revenue you already make.
Top 4 or not you can sign someone for £100m on £300k a week
The problem is when you start missing out on it regularly it becomes much harder to recover.

It's more about being a less attractive proposition without CL football. In recent seasons United have thrown megabucks at players to tempt them to come while they were in the Europa League, and this is partially what has left them with a disjointed team that lacks motivation.
