if they are worried about prestige, city will be banned permanently
1. City won't be banned. UEFA don't have the balls and we all know it.
2. Doubt the place would automatically go to Arsenal even if City were banned.

It would go to the next eligible league place, that’s Uefa’s procedure. But it wouldn’t be for next season anyway. There isn’t a big enough timescale for them to impose the ban, so it doesn’t really matter.

Even if it’s recommended they be given a ban, they will have a right to appeal, and even go to the court of arbitration for sport. That will take ages. Earliest it could be implemented is the 20/21 season.

All irrelevant. If, and a big if, Uefa grow some and actually ban City, their very expensive lawyers will tie their appeal up in red tape for minimum 1/2 years, so who does what at the end of this season will not apply.
Suggest pose the question again in, say 2020/21.

It's because of the formula used.
Arsenal wouldn't get it because they are in the EL final. If you lose that they won't allow you into the CL unless via top 4.
