It's insane how people just ignore what's going on. Nobody even acknowledging such bureaucratic wording such as
"The laws have changed concerning what goalkeepers can do for penalties.
The penalty kick cannot be taken while the goalkeeper is touching the woodwork or nets - or if the net or posts are still moving after being touched.
The goalkeeper must have one of his feet partly on the goalline (or above it if jumping) when the kick is taken. He cannot stand behind or in front of the line."
And
"A player can now be booked for celebrating - for removing his shirt or celebrating with the fans - even if the goal is disallowed."
I give up. It's the people that accept whatever change that is decided on without batting an eyelid that are part of today's problem.
What next? Not being able to celebrate with your fans? Wtf! You seriously think all this is OK?

For starters what does "if the posts are still moving" mean?
I have watched football since the 1970's. The only laws I remember being changed/added in about all of 30 years was the backpass rule. This was Football. Now we have 12 rules changed/added in one day in addition to whatever VAR / hands making one look bigger rules were already just added.
I give up. Today's football will never be the real football many of us grew up with. It's all good. I've experienced it. You obviously haven't. And never will.

Pretty self explanatory. If the keeper kicks the post or jumps up and hits the crossbar, causing them to move, then the penalty cannot be taken until they stop moving.
