Probably us with the way things are going.
Well we have uncertainty surrounding the players who will go/stay, the managers ability, whether we’re actually getting some sort of technical director, the competency of our chief exec and whether the owners care enough to sort it.
Arsenal have slightly more manager assurance so I’d have to go with us.
My next years top 6 prediction;
1. Liverpool
2. City
3. Spurs
4. Chelsea
5. Utd
8. Arsenal

At this moment in time, we are. While football decisions remain with Ed, nothing will change.
Spurs really need to invest if they are going to do any better than they have been, plus possibly to keep Poch. That being said they are still a level above United, Chelsea and Arsenal.
People have bene quick to say Ole doesn't have enough experience or that he isn't good enough, but realistically we aren't going to be challenging for the major honours for a few years. So if he can start to put together a young hungry squad, he doesn't necessarily have to be the man in a few years time that takes them to win things, he could just be the stepping stone we need.
I hope he is the man that goes on for many years and is successful, but even if he's not I don't think he's the wrong appointment for this moment in time.
I still have no idea how we finished only 5 points behind Spurs. Apart from Oles initial run we were terrible all year.
United are the worst team right now but at least have the money to refresh the squad. A lot of rubbish to move out and likely will only do around half of the work required in this window.
Arsenal have relative pennies. Likely will be outspent by a number of teams outside of the top 6. It's a poisoned chalice without real backing and i think Emery did well. Replacing Ramsey alone would take their whole budget if the went for an established player. Still wouldn't write of a top 4 spot because of the question marks around the other 3.
Tottenham are in a better place than both but money available is key. I still think they could end up worse losing Alderweireld and Eriksen but with the right signings are best placed to catch the top 2 at the moment.
Chelsea are in a bizarre situation. Best player is leaving, manager is probably leaving and a replacement won't be able to sign anyone. At least we will see if some of the loanees can make the cut. The man in charge is key for them.

Without going into detail, I would probably say us. Chelsea is in a strange position, not helped by apparent departures and transfer ban. Arsenal, although not seen much of them, don’t seem to have progressed much.
To be honest, I don’t think the final league position is a bad indicator of who has the most work to improve.

They won't be as good unless they do some business, for sure. But just looking at it currently, without any hypotheticals, they've got the best striker, best defence and the best manager. That combined with the mentality of finishing in the top 4.
I by no means think they are as good as they were, but the other 3 have been pretty diabolical

The transfer ban could be a blessing in disguise for Chelsea. Probably wont be though.
5 out of the 10 outfield players Arsenal put out for the Europa final will be the wrong side of 30 by the time they run out for the first game next season. A starting XI that was supposed to be the strongest we could muster.
Emery will have to work miracles to rebuild this side with the rumoured amount of transfer funds available. The only players with any serious resale value are the ones worth keeping.
It's very early to be predicting things like this, but trying to take into account how the 18/19 season went for each club and my assumptions for summer business in terms of transfers/managerial changes, I would be hopeful of a similar final table at the end of next season to how 18/19 finished. Something like:

2. Liverpool
3 Tottenham
4. Man Utd
5. Chelsea
6. Arsenal
I don't think there will be much in it, just as there wasn't this time around, literally a matter of a few points, or one game between two of the top six going one way or the other.
Man City - won't be as complacent this season in my opinion, it's gone a little unnoticed that they lost four league games. Can't see Liverpool matching the extremely high standards they set in 18/19. City to win the league more comfortably.
Liverpool - very comfortably 2nd, but as above, not quite as close to City.
Tottenham - hoping that some investment in the correct areas brings a much more consistent league campaign. Think we'll get out of the CL groups again but won't make the final, so will be able to focus on those final few league games more than we did last time around.
Man United - look like making some shrewd signings and will surely improve, but the horrible Europa League schedule will take it's toll, especially towards the end of the season, where they'll be in that awful predicament of not knowing whether to prioritise that or top four. Touch and go between United and Chelsea for fourth, but I've gone with United.
Chelsea - losing Hazard, may also be yet another change of Manager. Hard to see them juggling the league and CL with a relatively small squad, which I believe will see them miss out on top four.
Arsenal - I really think losing that final was a bigger blow than anyone realises. Back in the Europa League again which will drain their squad, which already doesn't look good enough to sustain a top four challenge, and by all accounts not much investment will take place.

Sub par squad and no CL football for another season will really hurt them.
United next but they are the resources to get out of it as long as the management sort out the problems correctly this summer.
Chelsea & Spurs are on par and it’s a big summer for both.
Spurs have to spend and upgrade the stale squad and it’s imperative they keep poch and go with what ever he wants.
Chelsea is all dependent on this transfer ban. If it stays then they are reliant on there loan players coming in and helping out in a big way.
No transfer ban then they probably need a couple players and they will be fine. I’m sure Jorginho will be much better next season,
Liverpool & city and different class and will be fighting it out again next season
We kept pace with City & Liverpool til Jan, then when injuries and fixture congestion kicked in we fell away. That’s the key difference between two sides that invested heavily into their squads and one that didn’t. I genuinely believe with a bit of quality work in the market we ca make a meaningful title challenge next season.

I hear Klopp would be a good option as I think he led Liverpool to the maximum of their capabilities and with Chelsea being so poor, like Liverpool were when he took over, he has a chance to do exactly what he did with Liverpool

Spurs have one good cup run and suddenly they forget their place in the game
The fact is that you aren't backing the manager and Chelsea would pay him much more handsomely than you could - and it would further raise his profile to be in charge of a club like Chelsea. A good stepping stone to one of the Spanish giants (assuming they don't take a punt on him in the summer).
It's out of us and arsenal and they have the better manager and a quality strike force. Id therefore say United.

Spurs are in a very good position however it can go the Arsenal way for them or the Liverpool.
Utd and Arsenal i see are in a similar position, Utd have a better foundation to work from they also can and do spend a lot more money but really theyre more about making as much money as they can and their owners and directors reflect this. Big clubs held back on football decisions yet commercially sound.
Chelsea, big issue with hazard, romans not happy getting messed about, the stadium, the managers not even sure whats going on is he? the transfer ban? Good season all things considered two finals made cl n won europa. I think theyve a good manager and still a good squad at the start they looked cery promising under sarri who is a good manager but i think hes caught in the middle of a lot of crap and isnt getting many assurances from anyone and it looks like even their owners not sure where they go from here.
