Dybala could be offered to Inter:
If he's transferred within Italy nothing would change for the third party who holds his image rights. The problem is that in England there is no such thing as image rights, so in order to move here the third party would have to be bought out and relinquish their holding. Wouldn't be an issue if he moved to Inter.

I can only think it is because he is Argentinian (not EU citizen) unless the laws can vary on this particular subject between EU countries.

Nowt to do with employment law. If anything it's IP law. But either way, my understanding is that it's written into the standard Premier League player contract that the PL owns the right to use the player's image for publicity etc - which means that there'd be a big mixup if this third party claimed rights to do the same thing. Both will claim the right to use the player's image in marketing materials worldwide, and all the royalties/benefits that come with it, so you'd have to make sure one or the other set of rights was bought out before the contract dispute could be smoothed out.
And obviously the PL aren't going to relax their rules for Dybala, cos then you'd have every player under a PL contract coming out and wanting their own contracts amended so they could sell their image rights separately for a big personal payoff.
Sounds like the Dybala situation is kinda unique - I get the sense that the majority of Serie A players haven't sold their image rights for multi-millions to 3rd parties who can then hold leagues like the PL to ransom...
Cmon if hes surplus at inter and they've now got lukaku surely Icardi will go to juve. Give us dybala u cuuuunts
