United haven't been in for him since May as the feeling was he didn't want to come and Barca were using United to say they beat a big club to signing him.
It is classic Mino. If he had joined Barca and was a hit, he'd probably won't want to leave after a few years. 3-4 years later he'll move on.

It seems very similar to the Hazard situation. Where he’d held talks with lots of clubs but piiiiiiissed about for ages before making his decision. Granted Chelsea paying the agents fees tipped the balance.

I have no idea what point you're trying to make here. If it is that you are saying if you offered much higher wages then he would come to you, that is not how I understood your comment. But yes, I would agree with that. However I don't think you would offer much higher wages than Juventus will, perhaps higher but not enough to make him want to play for a club who just finished sixth over a club who are competiting at the top. Hence you moving on from him weeks ago.

I think wherever he goes it's going to take a bit of time but it will probably be better for him to be eased into a settled defence rather than moving to United for example and thrown in to an unsettled one.
If you sign Wan Bassaka, it will make a big difference in my opinion but the central defenders all either look like they have too many mistakes in them and/or get too many injuries. I still think Bailly is your best centre back but he was also struggling at times next to any of the others. I don't rate Lindelof but probably your best defender last season which says a lot. Smalling is decent. Jones just needs put down.
