For teams like Liverpool, City, and to a lesser extent Spurs, it's more about retaining your best players.
Obviously for Chelsea, United and Arsenal, transfers are vital for any type of improvement to happen next season.

I agree with City's squad being fine but I think Liverpool will need to strengthen their depth up front as I think their player's exploits over the last few years (loads of games for club and country) could catch up with them. I think they'll go for a versatile attacker before the window closes.

That's the one. City are going to be fine. Barring an injury curse can't see past them again. They've got their best player imo back too (KDB). Liverpool will be the bridesmaids again.
I'd imagine Bruno is only wanted in the eventuality that Pogba leaves. Sadly, that will rumble on until close to deadline day, by which point Bruno will be a Liverpool player in all likelihood

a part of me feels it is because we have incompetent monkeys in charge
but a more logical/optimistic part tells me utd are simply the center of attention so all the transfer activity is highly scrutinised by the media. Other clubsmaybe do not have the same level of attention on there transfer activities until they are about to close the deals

Yep; I can’t imagine that Darmian and Rojo, for example, are very high on many clubs’ lists of targets. Nor will (or should) shifting them be at the very top of our list of priorities.
They might well end up being gap-fillers for PL or Italian clubs who arrive at the end of the window with unexpected squad berths to fill.
Doesn’t take us longer than any other club. Signings take as long as they take. We’re at a disadvantage by virtue of being a massive club, so negotiating down to a sensible rate takes that much longer:

especially when peter kenyon left to join chelsea and we seemingly lost out on many targets : essien and ronaldinho.
saf and gill sorted this issue out when we signed evra, vidic carrick vds etc.
the problem imo opinion resurfaced after saf left and big mouth ed woodward told the world we had more money than sense in his attempt to flex his financial muscle
