The marquee signing would be Cavani. He would ensure Kane isn't the automatic choice and there is competition for the striker position.
However, would he come to us? Only if Jose gets involved personally and Levy is happy with the wage structure changes.
Maybe better options is to loo closer to home. Maybe Ayew or Ings. They know the rigours of the league and can bang them in.
Though we'll probably go for Slimani - cheap and cheerful the way Levy likes'em

Ings is virtually single handedly keeping Southampton up, Man City size fees wouldn’t tempt them to sell this month let alone Levy’s bargain bucket bids. Also the guy is a Southampton fan and they are only 3 points behind us - we are very unattractive at the moment.
We need to be in Europe next year - even if it’s just Europa and then back Jose properly. This season can’t end quick enough for us.

Llorente on loan, or very cut price Benteke for now and then a decent option in the summer.
Basically I don’t want to buy some panic signing now if it means Levy won’t pony up for a decent long term solution in the summer. So cheap as chips now unless we go big for Jovic now (which we won’t) in lieu of a summer signing.

I'm afraid we're going to have to set out sights very low with this one. Someone older and washed up - Llorente perhaps the best we can hope for on that front, or someone young and pretty unknown coming from a poor league most likely, who we can only hope goes on to be great.

Our scouts are pretty hopeless. We should be looking at an overhaul there.
However, it doesn't sound like we have any funds available anyway.

We have had different scouts and different managers during Levy's time here and we've always been negligent in areas of the squad, especially in more recent times. That suggests it's more Levy and the board. Even now in this window, it's typical Levyness to have Kane out on the 1st of Jan and be waiting until the 31st to maybe get a striker in.
They are holding us back.

Probably wouldn`t have been any different at all. Pochettino had five years with a really good set of players to win trophies, and won nothing. Him spending more money would not have guaranteed anything. He had his day, time to move on.
In truth he was lucky to get five years without winning a bean. No other manager at any top club would get that long without winning anything.
