So, decide yourself whether it's a conspiracy or not.

Not.

Of course it's not... And Mr. Gates predicted it in 2015 but the govt throughout the world didn't prepare.

No wonder he is a billionaire.

We suddenly found money to pay the workers to stay home because we can infect them
There’s no altruism here we will be back to cleaning their homes and knowing our place even this passes

What does this mean?

The global financial system 'broke' again (surprise surprise) on the 17th September last year.
The Federal Reserve began a new policy of pumping billions upon billions into the 'Repo-Market' as banks once again became illiquid (think 2008/9)........despite the Central Banking system around the world pumping trillions upon trillions into the dying financial system..........for well over a decade!
None of this was mentioned on MSM.

A few months later we have a global pandemic which appears, according to MSM, to be the ONLY cause of the current financial problems/market volatility etc, ie a faceless scapegoat. How convenient.

Conspiracy theory or Conspiracy fact?

Corona viruses are a well known threat because of their ability jump species in a short amount of time. So there is no difficulty in predicting that they are going to be threat .
Humans are constantly under threat from microorganisms and looking back through history history you could see this one coming. In the future there will even be a worse pandemic if we don't learn how to better respond when it inevitably does happen.

You might also want to read up on the logical fallacies of the argument from coincidence, cherry-picking, the strawman, and the appeal to rebellion, all of which commonly apply to many conspiracy theories, including this one.

I never believe any conspiracy theories.
Once more than one person knows it stops being a secret.

Scientists have been predicting a pandemic for a couple of decades now, since the last one was a hundred years ago, one was due.

Nothing new in the understanding of the threat to humans from viruses - not to those that paid attention to our formal education at least.

Yes, humans are capable of, and willing to, utilise viruses as a weapon, but they are capable and willing to utilise lots of properties of the physical universe for weaponry purposes. That's not news either.

Viruses have always culled us, and will continue to cull us - and other mammals etc. Where we (as a species) have failed is in the creation, promotion and celebration of intra-human hate, fear and conflict instead of working towards minimising the impact of each successive manifestation, genesis or mutation, of viral lifeforms.

We, as a species, could have been better prepared for this if we had used the resources we have access to for the purpose of personal and social wellbeing instead of personal and social harm.

Not only is it as simple as that, it is also far more economic, effective and efficient to do so than not do so.

Apart from the fact that the story itself is self-evidently nonsense and easily refuted, does anyone think that if the global elite were capable of acting in a homogeneous way to carry out a genocidal plan, this would actually be to its benefit? The collapse of the stock markets has wiped trillions off their wealth. The fact that governments have to basically nationalise the whole economy to keep people alive means temporarily abandoning the supply-side economic dogma that has kept inequality growing, and means financiers are unlikely to be the big beneficiaries as they were following the 2008 crash. And in the USA and UK the demographic most at risk is the one that votes in droves for the governments who are incompetently presiding over the response.

The opening scene of 2001: A Space Odyssey kind of explains it all. Give an Ape a tool and he turns it into a weapon. Violence is wired into our brain as means of survival. But I fully agree with your comment. Costa Rica have done away their military and spend the budget on the population well-being (security, education and culture).
