Not really. Solskjaer is a relative novice who has won nothing of note.

Although if given the choice I'd take Solksjaer as at least against the lesser sides he tries to play football and looks to have a plan, he's working towards. Mourinho still has the tools tactically but his plan has always been to buy in the best players and since he's had to change that approach, it hasn't worked out.

Mourinho>Solskjaer

I think fans of the club a manager is at are as good a judge you can get. It's easy to look at past achievements and judge based on that but things change, as they have with Mourinho.
