Fickle or not, the argument that Liverpool didn't need Werner isn't really incorrect. He wouldn't have hurt but he would've been cover to their front three, no question about it. 50mil+ for a backup when you've got Klopp as the manager? You can see why they pulled out of the deal.
Liverpool may have been his 1st choice, but we're a far better option for his career & I don't think even Liverpool fans would disagree with that. The platforms to which we can make each other better by partnering is greater.

By all accounts Liverpool weren't willing to pay his release fee and Chelsea pounced with the Hazard money still available
