Not sure I agree Liverpool is undoubtedly top. Firmino is so different to most other forwards that I get why many discount him. Of course what he actually brings to us is huge and he's probably the most important of the 3.
Spurs front 3 haven't actually played together is hard to put them anywhere. But I love Son and of Bale can play most of the season and find some form then they'll be top draw.
United's you've obviously left out and to be fair they get goals so have to be in with a shout. Greenwood is class for his age.
The 3 you named for City would hardly ever play together and they have more like a front 6 who rotate so hard to compare fully.
Don't think willian is a strong shout to be honest. Good player but level down from many others named here. Aubameyang is a proper goal better though.

Don't think ours is 2nd best, Laca is too hot and cold.
If City have Aguero, Sterling and Mahrez they have a very good front 3.
Liverpools is proven. Despite Firminos lack of goals, Mane and Salah are 20 goals a season and you have to give Firmino some credit for that.
Bale won't play more than 10 games, so don't think Son, Kane and Bale can be out in there.
Chelsea could well have a shout, but have to give their signings time.
And Martial and Rashford both got good figures last season. If Greenwood can find a consistent level or they sign a third attacker then it is easy to argue for them as well.

City rotate quite a bit but Sterling, Aguero & Mahrez can be lethal.

Don't think there was a lot of difference in number of goals between Aguero/Sterling/Jesus and Mane/Salah/Firmino, but the City 3 had KdB, the Silva brothers, Mahrez and Foden in midfield for them whereas Liverpool had Henderson, Fabinho, Milner and Keita.

I'd say Liverpool's is best, followed by City's (though I don't rate Mahrez that highly so he pulls the average down a bit).
Spurs' is a bit of an unknown quality because we don't know where Bale will play, let alone how much of his old ability he still has.
Arsenal's is good but I'd say Lacazette and Willian are a step below Aubameyang as well as the forwards at the other clubs.
Chelsea's... what is Chelsea's best 3? Pulisic/Werner/Ziyech maybe? Hard to say until we see how the latter two settle, but on paper it's up there with Liverpool and City.
And United's is good but not great. Rashford/Martial/Greenwood... lots of pace, lots of promise but none of them is top level yet.
I would say...
1. Liverpool
2. City
3=. Chelsea/Arsenal/Spurs (all similar level overall)
