They surpassed us commercially mid-90s but then gathered up the trophies to pass us on the field as well after two decades of dominance. We're now slightly back in front, in that respect but still not done enough for long enough to surpass them, in terms of club stature. City are miles behind, decade/s perhaps.
When we sell more replica shirts in Singapore
They can't even fill their much lower capacity stadium with fans most weeks. It's a long way to go yet for them before they're as big as United.

If they over do them in Europe efforts.
Milan are considered bigger than Juve globally despite the fact that latter has 18 more titles. I live in Portugal and here Chelsea are considered bigger than Arsenal despite the latter having a much more illustrious domestic history and better stadium, why? European performance.
So to answer your question, in England it probably won't happen in our lifetimes, globally? 4 CL's and regular semi/final appearances outside of that in the next 10/20 years with United doing sod all in the competition at the same time.

City aren’t a bigger club than United. I base that on three factors. Number of fans, overall history, and current success. City only better United in one of those three factors.

United are still the biggest in England by a distance. The fact that our recent success seems pretty short lived doesn't help frankly.
The rest of the English clubs are streaks behind though.
Arsenal probably the closest with a gap behind them to Chelsea, Everton, Spurs and Villa.
I'd put City around the arsenal level now. I think they need decades of dominance before they can be put in the same bracket as us and United.
There are full periods of English football dominated by these two clubs, 70s and 80s Liverpool, 90s and 00s United.
I don't deny city can get there that being said.
I think by 2030, if City dominate the 2020s they way they have recently then they'll be up there.
Need to stop flopping in Europe though.

United are the bigger club based off of fanbase and history. But as pointed out, who is actually bothered about who is bigger when it's clear City is better at the moment? That's what counts.
It will take a fair few more years like the 7/8 for City to be in some sort of conversation. If, by 2030, they win another 8 league titles, continue with their domestic trophy record and add a couple of CL's to that total, then maybe they can be in the conversation then.
