What are you talking about? Mourinho is the best Portuguese manager in the PL. Tuchel is the best German mananger in the PL. Pep is the best Spanish Manager in the PL. Ole the best Norwegian manager in the PL etc. etc.

It's like if you want to ask who's the best team in the world, you look at who's the best team in each country and then you compare the teams. So you say Bayern are top in Germany, City are top in England, Inter are top in Italy etc. and then you can compare them to see who is the best overall.

How do we determine who the best manager in the PL is? One approach is to first determine who the best manager of each nationality is and then we narrow down the list of candidates significantly by doing this. How do we determine who the best manager of each nationality is? By using the league table. How can Klopp be the best manager in the PL if he isn't even the best German manager in the PL? He can't be right? That's why we can rule him out immediately, and only consider managers who are categorically the best manager of their nationality in the league.

You're judging managers based on their team's placement in the league. Meaning there are 8 better managers in the league than Mourinho.

I don't understand who you're comparing Mourinho with. The only Portuguese managers in the PL are Mourinho and Nuno Espirito Santo, and the ranking is 1. Mourinho 2. Nuno. So how is Mourinho 9th?

OK, think about it this way. Who is the best team in the world currently? It's impossible to say for sure, but what we can assume is that it's a team that is top of their own country's league because any team that isn't even the best team in their own country can't be the best team in the world. So we can rule out any team that isn't first in their league.
