Without knowing the context, asking what the tone of someone's skin will be like as a standalone question is not racist, and no different to asking what the hair colour will be.
We don't want to get to a point where we're not allowed to identify someone using the colour of their skin. Like if you're trying to point someone out to someone in a crowd and don't know their name. You shouldn't be deemed racist if you point out it's the guy who is black.

Whether any of the allegations have merit remains to be seen but in the context of the interview MM stated:
"In those months when I was pregnant [there were] concerns and conversations about how dark his skin might be when he was born,"
It is therefore evident MM is claiming there was apprehension within the Royal family (which was raised more than once - hence "conversations" ) on how her babies skin colour would be received.
She is clearly alleging racism but like all this nonsense worth noting all of the claims are wholly unsubstantiated.

Harry said they were 'CONCERNED' about the skin colour he may be, being concerned about it and just talking about his complexion are 2 different things and you know this.
