City can 90% guarantee a title which is what both want, and also coaching under one of the greats in the business, Pep.
No brainer, but what if United decided to double the City offer? Who knows?
Kane may decide money talks.

Though his development as a player will come to a grinding halt imo.
He will prosper as a player under Pep.

I don’t see City bidding for Kane. I can see City getting Haaland either this year or next.

They can appease the fans by clearing the debt hanging over the club, reducing their eye-watering dividends, appointing a fans advisory/consultation board with a veto in key strategic areas, fixing the growing holes in the roof of and other issues with crumbling parts of the facking stadium, binning automatic cup ticketing, committing to supporting the football pyramid and consigning any ideas of a super league to the bin for good, and leading the rest of the PL in pledging less insulting solidarity payments to the football league, for starters.

Kane is going to City I reckon.

As For Harry Kane, I don't see him moving from Spurs because the price would be astronomical, even for City. If you're looking for a goal scoring machine that also gives everything for the team, then £40 million for Patrick Bamford is a snip at that price.
