Spend a decent amount on the remainder of the first team, fill the squad with veterans and youth players
Spend a billion and more just to guarantee trophies like Chelsea and City. It is the only way to do it in the modern era.

To be fair their net spend in the pl is impressive. Certainly something spurs could do.
Leicesters wage to turnover percentage is something crazy like 87% of turnover is spent on wages, I am sure I read somewhere it is the highest in the PL. Spurs on the other hand have the lowest with around 38% of turnover spent on wages.
This is part of the reason why we miss out on top players, Levy is not prepared to pay top level wages, or top level transfer fees for that matter.
