I think Gallagher, Barkley, Ampadu, T Chalobah, RLC could all have some sort of chance, even if very low, of being involved with first team next season. I was going to say Guehi too but I feel he’s a different stage of his career to the ones above, he’s still more up and coming.
Of that group, only RLC has a chance. If he had Gallagher’s endurance and running ability he would definitely impress Tuchel. But I’m not sure he’s got it in him either.
RLC and Baka were the ones specifically mentioned in reports but who do you hope/think could impress?

I feel the club should have (maybe last summer) looked at Baka as more of a genuine option to come into the squad tbh but the latest reports I saw was that he’s gunna get sold to Serie A
Bakayoko is not staying that's for sure.
CB positions is up for grabs.
Azpi, Zouma and Rudiger future is up in the air.
Silva is short-term, this upcoming season will probably be his final.
Christensen will 100% commit to long-term at Chelsea.
Ampadu & Guehi (provides he signs a new deal) have the biggest chances of staying.
I think Barkley will take Gilmour’s position in the team.
At CB I’d sell Zouma and replace him with Guehi.
If Rudiger doesn’t want to sign an extension I’d look to sell and bring in a replacement.
I'm hoping West Ham under Moyes will make a move for Barkley, they are short in midfield.

Actually could probably count De Bryune too, did win Bundesliga young POTY at Bremen.
So that's five. Better but still meh.
We’ve had a few more good loans of players at a high level, just the context at the time meant it wasn’t quite the same as Christensen, Sturridge, Lukaku, KDB and Courtois, where as you said there was a feeling they had to come back into the squad or else.
Eg. Bertrand Traore, Ake, Pasalic, Bertrand, RLC. Even Bakayoko had the year at Milan
And Bats randomly smashing it at Dortmund

Nah Mount wasn't a given based on his loan at Derby. It was the right decision to keep him obviously, but if he'd got a PL loan in 2019-20 it wouldn't have felt out of place. Same as James.
Abraham had the most justification to bring back at the time given he'd been on loan three times & the squad place was available

Indeed, plus the loan fees all add up.
I'm not questioning the effectiveness of the policy, just a bit disappointing that only a few ballers have emerged from it even if that's not the primary intention.
