Tanganga is not that good at CB, and even if he plays there, it will mean playing the hopeless Doherty against Saha then. What a mess.

No chance any fine would stick, none at all.
FIFA have told the players if the are called up they have to go.
As MK said, if you’re called up you have to go or can be banned for club games.
Even if a player ‘retires’ from international duty they can still be forced to go if called up.
Roden joined up with the welsh squad so must be fit and ready
What is this Sandy? The Neil Warnock school of football management. I'm not sure telling a bunch of pros that they're disloyal by choosing to play for their countries, is a good idea. You'd have the undisputed record for the speed at which a manager can lose a dressing room. The school of hard knocks approach doesn't work anymore and I'm not sure telling a player he can't play for his country would ever work, in any era.
It's absurd.
We're just going to have to roll with it until governments make concessions on the isolation periods. If a player refuses to play for his country by order of his club, he'll likely be ostracised and never play for his nation again. The choice between club and country is a no brainer and smart coaches know that.

It’s a difficult situation and if their national teams are making threats to stop them playing in future I can have some sympathy with the players and think that both Spurs and the football authorities should be gunning for these clown ass South America counties who treat this pandemic situation like a joke. These jokers couldn’t organise a pizz up in a brewery, as we saw with the farce that unravelled last night.
But I agree that these are grown men and they have to take a degree of responsibility. A fine and an agreement that they won’t make the same mistake when the next international breaks rolls around in October is fair recompense to the club that pays their wages and will now be missing them for several weeks.
Learn from it, don’t repeat the same mistakes, move on.
Is Davies available? Could go with a back three of Rodon, Dier, Davies with Tanganga and Reguilon as wing backs. I feel safer with 3 when we’re talking about this kind of personnel.
A truly horrific back line!!
