Let's take today's Southampton v Spurs game as our example. The game was a sellout and I believe St Mary's holds around 30k however there were swathes of empty seats due to Covid.

Arsenal or West Ham would give the gate as 30k+ as they go by tickets sold whereas Spurs believe the attendance should be those who bothered to turn up and would give the crowd as 25k (I'm guessing it was around that figure) hope this helps.

As for Chelsea you are the European champions so you should be filling your small stadium with ease.
