Any other sanctioned Russian would have assets frozen - bank accounts, companies etc - and they would not be able to extract their money.
For whatever reason RA has not been sanctioned, seems like a deal has been struck allowing him to extract himself and his assets, without harming CFC, and without making profits from his whole CFC venture.
He must have greased some palms to strike this deal.
Abramovic is obviously not to be trusted, so all the 'net proceeds' 'charitable foundation' stuff needs to be treated with skepticism.
Meanhile, hell be busy ridding himself of other assets due to the generous transfer of funds window, this government have allowed him, and others like him.
Abramovic is a crook, a wealthy, legitimised one, but a crook all the same.

My understanding was he said he will not ask for his loan back. Probably because it'll just get seized.
Leaves the question, how will he sell the club and get the $?
If he writes off his debt it only increases the sale value of the club anyway so really it's quite smart how he has spun it.

Well Johnson said Abramovich would be sanctioned, then backtracked and Starmer asked him again yesterday why not. Navalny has implicated him in Putin's circle.
The Home Office leaked document says he has links to the Russian state as well as to “corrupt activity and practices"
He's trying to sell everything at speed to get his assets out of the UK, so he senses it's coming and it will but the issue is who has he got dirt on. That's the reason we're delaying, giving him time to get as much out as possible. No doubt the sanctions will come just in time to stop him selling a few minor assets and we will all be expected to believe we did all we could.
You seem in favour of a quick sale, i'd have money on that biting you back down the line.

Whilst London (Canary Wharf) is no longer the power it once was, irrespective of power dynamics, the UK PM stated there would be sanctions levied against RA but has (to date) failed to do so.
