I think that was because Liverpool fans turned up to the high court and forced their hand if you get me. It was going to get very messy if they didn't bow to their demands etc.
I don't remember any of those other clubs' owners being sanctioned

RA can't sell the club as he is subject to UKGov sanctions.
Under the original terms of the licence, (granted to keep the club running) the club cannot be sold unless the UKgov issue a new licence for the club to be sold. The government (as with any entity subject to UKGov sanctions) will have to vet them first.
If I were I Chelsea club I'd want it sold asap, as without any incoming revenue they will unable to pay wages soon, which would lead to the club going into administration, and the penalties incurred as a result.
