Chelsea will be the biggest threat. Chilwell and James are better than what spurs have, in a position that's hard to recruit, and key to both teams playstyle.
Strikers Chelsea aren't as strong as spurs but they will spend $ and I feel that's easier to sort than the defence.
Chelsea have no debt and can get big signings wrong with a lot less consequence.
United surely can't be as bad as last season, same as Arsenal, but transfers will be key I think. This summer lots of teams will be rebuilding big, similar to the summer before and after Leicester won the title.
Gap between Liverpool/city and the rest is still huge over a domestic season.
------------------------------------------------
Based on what? City yes, but LFC?
It was only last season that Liverpool lost 6 (six) HOME league games in a row and were the laughing stock of the league.
If they were able to increase their pts tally by 20-odd points why couldn't other teams do the same?
There's nothing particularly impressive about LFC's squad on paper that makes me think they'll be successful going forward.
This season was their big chance to make a splash and they blew it.

Because they had no defence 😂 was almost freakish how all their cbs, and then mf, got injured at once. Now look at Liverpools CB and defensive options. Gomez, matip, konate, VVD, fabinho. They have promising youth too in several areas, and plenty of $ to spend.
United fans got excited when Liverpool managed to get 3rd and when normality returned and they didn't have 5-6 defenders out they resumed normal service. Last season they also lost Mane and Salah for a key period.
It isn't about starting 11s in the league it's squad depth. In a market that will be more competitive than it has for years, I can't see anyone assembling a squad good enough, in one window, to bridge the gap just yet.

Liverpools transfer business has many question marks as it does emphatic wins.
Wouldn’t just presume they’ve got a replacement for Firmino/ Salah/ Mane lined up who can come and recreate what they did.
With mane origi going/gone. If firmino and or Salah go that leaves what, Diaz and Jota?
Forwards cost a ton of money even when you’re taking a calculated gamble. Liverpool only tend to spend what they generate from sales. With the contract situations of Mane etc they can’t get crazy money and even Nunez is supposedly quoted for 80m ffs

Thing Liverpool make a steady income on most their failed signings and youth players. Ibe, Solanke, Wilson, etc all sold at a big profit. They sold a teenage rb for 10 mill that barely played. Minamino will be sold at a nice profit just off the back of his goals to games ratio last year. Keita excels in some games, as united saw, but struggles in others. Still hardly a huge flop for his cost when he's contributed to many trophies.
Replacing Salah and mane won't be easy but klopp is the real attraction at Liverpool. Him and his team improve players and they already have some quality youngsters coming through, whilst adding to them.
Pull of a top manager and a player wanting to go there is a huge advantage when negotiating. It's only chance teams like spurs and Liverpool have against the blank cheque brigade.

Keita Was a terrible buy and Liverpool will be lucky to get half what they paid for him.

Solanke, grujic, keita, minamino, AOC
Liverpools transfer business has many question marks as it does emphatic wins.

He wasn't a terrible buy. He didn't quite live up to the hype but he's been far from terrible.
