Because we’re in England and more people will bet on Liverpool, so the bookies are reacting to the market and protecting themselves.

I suppose it’s assumed City are eventually going to win it.

Obviously have to have a decent team but there’s a lot of luck involved too

The Champions League isn't easy to win. City have won 4 of the last 5 titles but can't buy(literally) a Champions League win. It's the greatest club competition in the world.

OP if you're that bothered about it then stick a significantly large bet on whichever team you think will win it, as that will sway the odds accordingly.
