According to the new handball rules it certainly isn't a clear pen.

The refs and rule makers have made a mockery of the season already.

It's a handball if a Spurs player does it v Arsenal.

It's NOT a handball if a Spurs player does it v United.

It's complicated but I *think* that's right.
