Is that assuming City win the CL as well? One team winning the Europa League and no other teams doing well doesn't seem like it would make them the strongest nation

The top English teams just being in the Europa League is an embarrassment. Not something worth celebrating or any achievement if they win it. If West Ham or Brighton win it then it would be almost as impressive as Sevilla or Villarreal winning it but West Ham still have one of the most expensive teams ever assembled. Has there been an impressive English Europa triumph? Or just underwhelming money clubs winning it with their tails between their legs?
