It's a penalty IMO because if the same thing happens with the feet it would be a penalty. Just because it happens with their heads instead of their feet doesn't change the rationale, no? Pedro moves the ball at the last second, the defender is already committed so he misses the ball and gets the man instead. Happens all the time with the feet and it's always a foul/penalty. It's not a coming together because Pedro would be in a decent position after taking the ball away from the Arsenal defender if he doesn't get fouled. Two cents.
