Yeah the rules are a bit sketchy but basically the u21 bit has to be fact at the start of qualifying isn't it?

Several eligible Spanish players probably aren't either. From Barca alone, I can think of squad regulars like Eric Garcia, Balde, Pedri, Gavi and Fati who aren't here for Spain.

That's true. Would any be considered better players than Saka or Bellingham right now though?
