Arsenal won the Cup Winners Cup, the 2nd tier. As evidenced by the fact the Super Cup was competed for between the European Cup winners and the Cup Winners Cup winners. The UEFA Cup was literally for losers.

Literally no one counts the fairs cup - it was invitation only and you didn’t have to qualify, it has less credibility than the Aldi cup.

Arsenal won a single cup winners cup, we know it was third tier, UEFA got rid of it and it was purely for cup winners, rather than the second or third best team in a league.
