It isn't that City are so good, it's that we are so poor.
The next manager should not be choosing the signings. It's absolutely mental to think that this strategy of giving the man in charge free reign over signings could ever bring long term success
and be given 2 or 3 years

Free reign?
Why? To have sustained success, the structure above the manager needs to be sorted. Otherwise this ends when the manager goes. Also it is those above the manager that hand out large contracts that make it difficult to sell players. The manager, in this day and age, can only do so much.
