Err i think you will find doing the double does not equate to elite status.

Elite status requires the club to be an established successful force in in its own league & in Europe

Which i think it can very confidently stated Spurs do not fit into that category

Domestic dominance is just that , nothing more, nothing exceptional in word footballing terms.

Chelsea have never been an elite club. Yes they purchased some trophies with laundered Russian money. But for most of my lifetime, they have flitted between the top division and the 2nd division.

Two biggest clubs in London have, and always will be Spurs and Arsenal.

Our owner hasnt put a single penny into Spurs and the "insider trading" allegations was information he shared with associates/friends, not information he used for personal gain/to fund Spurs.
