: of or relating to an office, position, or trust. official duties. official documents. 2. : holding an office : having authority.

Law 5.

The ref is the official time keeper. It is compulsary that amongst other specified equipment he is equiped with a watch(es). (There is no 'official watch' that he HAS to use eg. such as a 'Rolex - The Official Timepiece of the PGMOL. It just has the be reliable). His 3 assistants would also be carrying time pieces as backup. And most refs carry at least 2 watches during the game.
