Unless they've changed it the spot goes to Chelsea, unless they qualify for Europe through other means, in which case the spot goes to the next best placed team in the league that didn't qualify for a bigger European competition.

This is incorrect.
Liverpool winning the league cup effectively means that European place will pass to the league and 6th spot. At the start of the season, the top 4 qualify for CL, 5th qualified for the Europa and the 2 other spots are reserved for the cup winners.
Liverpool winning - and bar a miracle, qualifying for Europe via the league, now means that top 4 still get CL, 5th still get Europa and 6th now gets conference league.
If one of the top 6 wins the FA cup and England get one of the extra CL spots - which is likely, then it will be:
1-5 = CL
6&7 = Europa
8 = Conference league

Don't think 16th place gets Europa this season
But on a serious note, isn't the rule that in the FA Cup the runner up gets a European spot if the winner qualified for the CL. Where as only the winner gets a European spot in the League Cup and if the winner qualifies for the CL then their Europa spot goes to the league?
Yeah, I'm pretty sure the losing finalist of the League Cup doesn't get in Europe. It's never been that way. It's always passed over to the league positions. FA Cup I think might be different but not entirely sure.
