Mobility of labour is more important, a worker should be prepared to travel to find better pay, working conditions. The labour market in the UK is the most immobile, where statistically people are reluctant to move away from the area of their birth.
A highly mobile workforce is what stimulates economic growth by moving people from places where jobs are low / lacking to high productivity areas. The rest of the world is prepared to do this. The UK rewards the economicly inactive through its welfare system, it's a double edged sword, that's open to too much abuse.

In theory that's how it should work and governments should apply redistribution of wealth techniques. In reality, it's badly implemented.

Also, it is up to people to display their entrepreneurial spirit by creating businesses in that area, there are many government backed initiatives around entrepreneurialism. People create wealth not governments.
If the state pays more to do nothing through welfare why would the lazy travel to work? Why would they even find work locally? They wouldn't.
Time to reform the welfare system so it rewards the infirm / disabled / people on low incomes who actually work!
