I think we have to exclude classical and opera otherwise there could be some cellist or whatever that noone's ever heard of.
I was born in the late 70s and got into most of the music I like in the early 90s as i reached my teens. Even then I had to kind of look backwards to the 70s and 80s to find interesting, ground breaking, super talented, charismatic people who excelled on actual musical instruments. There were a few in the 90s but things have badly declined with songs created by button pushing on computers.
There are still a very select few half decent singer songwriters around, writing quite bland but listenable songs. In the main tho, rock, rap and even pop music died in the 90s it seems. Certainly going by most of the "artists" mentioned here, dear oh dear.
Just adding to the rap suggestions...
If you have Drake here then arguably you should have Kendrick on here too given recent month or so - a commercial success as a conscious rapper is far more impressive than the corporate titan Drake.
Also I would personally say Future has had a bigger influence than Drake, and Lil Wayne has probably had a bigger influence than both.
