Depends who is making the calls on a) what the analytics/scouting teams should be looking for (i.e. setting its strategic and tactical remit), and b) ultimately which players to chase.
The analytics and scouting units could be churning out great work, but if they’ve been instructed to focus on the ‘wrong’ kind of player or prioritise the wrong positions, or their output is being ignored, they can’t be blamed for a failed transfer strategy.
United’s scouting network is a perfect example. It has received dog’s abuse from United fans for years, despite the fact that those who were paying attention could see that the problem wasn’t the scouting unit’s output (because they were identifying and recommending the right kind of players); it was the hierarchy ignoring that output and instead chasing the wrong players.
^ Obviously if Munn and Lange are setting the terms and the ones instructing the negotiating team, then assuming the latter can do its job, yeah, it’ll be on them.

It was not as if there was so much wrong with the XI that we needed major surgery.
The problems came over the course of the season as injuries/fatigue/suspensions/form took their toll and the drop off to the next player was too great to maintain our levels
If the likes of Toney and or Eze came in 'late' then that's fine, they have time to find their feet as long as the current XI are fit and firing
If fact, i cannot see any of our major signings (FWD, AM, CM/DM) coming in any time soon.
May be some fringe players come in, as we do deals for the likes of Emerson, Rodon, Gil, Skipp?

Richarlison needs competition if he stays. We don't need to spend big. Gimenez will be good enough for 20 goals a season with right service. Need a better RW..Johnson is a rotational player against tired legs.(we paid too much, should have bought Marcus Edwards instead and used 30m difference for other positions).

Johnson has had a decent first season for us.
He has 10 PL assists this season, which is joint 3rd behind Watkins (13) and Cole Palmer (11). We may have overpaid for him but there is more development to come from him
Edwards had less goals and assists in a weaker league within which he is well established.
Not sure all the obvious upgrades in the OP are that obvious. Lo Celso and Ndombele were obvious.. They need to be the right players for the right money. I'm pretty chill about our recruitment right now tbh.
I reckon we'll see lots of movement after the Euros and Copa.

I was just listing all the players I could think of off the top of my head. Remove Vuskovic and it’s still 27 - we’re certainly not short of players. Short of quality in some positions - absolutely.
We need to be moving 7 on I reckon and looking to bring in 5 - with 2 being clear upgrades on the starting 11.
Spence, royal and rodon are finalising transfers away.
Veliz has a work permit issue so will surely go on loan somewhere. Vuskovic is not eligible.
We think we know Lo celso, Hojberg and Solomon are going.
Then we get into the complexites of Europe, no problem we name a much smaller squad then watch everyone whine that we are not resting players.
We have tons of players not forgetting the 4 senior keepers and Troy Parrott. but the squad is a mess it needs to be streamlined and then improved.
My concern is we will streamline and spend hardly nothing and be very short.

Need a better RW..Johnson is a rotational player against tired legs.(we paid too much, should have bought Marcus Edwards instead and used 30m difference for other positions).

Johnson has had a decent first season for us.
He has 10 PL assists this season, which is joint 3rd behind Watkins (13) and Cole Palmer (11). We may have overpaid for him but there is more development to come from him
Edwards had less goals and assists in a weaker league within which he is well established.

Not sure all the obvious upgrades in the OP are that obvious. Lo Celso and Ndombele were obvious.. They need to be the right players for the right money. I'm pretty chill about our recruitment right now tbh.
I reckon we'll see lots of movement after the Euros and Copa.

I was just listing all the players I could think of off the top of my head. Remove Vuskovic and it’s still 27 - we’re certainly not short of players. Short of quality in some positions - absolutely.
We need to be moving 7 on I reckon and looking to bring in 5 - with 2 being clear upgrades on the starting 11.

Spence, royal and rodon are finalising transfers away.
Veliz has a work permit issue so will surely go on loan somewhere. Vuskovic is not eligible.
We think we know Lo celso, Hojberg and Solomon are going.
Then we get into the complexites of Europe, no problem we name a much smaller squad then watch everyone whine that we are not resting players.
We have tons of players not forgetting the 4 senior keepers and Troy Parrott. but the squad is a mess it needs to be streamlined and then improved.
My concern is we will streamline and spend hardly nothing and be very short.
The ready made excuse that our training sponsers have both knocked us so we cannot spend as much.

£8m from Getir and £10m from Cinch (Sleeve sponsor comes to and end).
Ali G said a while back Bet MGM will be taking over from Getir for £10m a season but a new sleeve sponsor will need to be found.

Getir went bust so defaulted on what they owe us.
Not sure about the sleeve sponsor but hasn't the guy who was brought in to do our sponsors, including stadium, now left the club. Seems like he did a shiiiit job.
