Whilst I believe that the gun laws have always needed looking at, even strict gun laws will not stop this type of thing happening - if someone is determined enough to carry out this type of act, breaking a gun law or 2 won't stop him.
Of course the attitude to guns is very liberal in the states, and it would takes years to change this, as well as enforcing stricter rules, to see any real sign of things changing (if they even wanted to do this), but that really won't stop incidents like today

It's pretty hard to get hold of a gun in a lot of countries let alone a rifle you can get off quick shots with from 300m.
Of course it would make a difference.

So if you actually read the post carefully, I'm not talking about countries where guns are basically 'not allowed', I'm talking about the ones where they are, but just with stricter rules. So stricter rules alone just aren't required, a whole attitude change is also - there are countries which have strict gun laws and don't have the issues of the USA, because the attitude is totally different. That's the point I'm making.
Of course not having being able to get a gun legally at all, except in exceptional circumstances (such as the UK) would be ideal, but you won't have that in the States
