Neither Cech, Carvalho, Ballack, or Deco are or ever were world class.
Neither is YaYa Toure.
David Silva struggles to make the Spanish national team and Tevez, great little player though he is, is not world class, and when City signed him could not get into the United team.
So with all that money between them, they have really struggled to sign the worlds best players.

No you are right Classenal for once, just as Madrid might not have won the Copa Del Rey had they not been able to afford Ronaldo, Benzema, Kaka etc.
Just as Chelsea might not have won their 3 PL Titles had they not been able to spend 250 mil plus on their team.

Cech became world class after Chelsea bought him, just like Vidic with us.
If you think Deco and Ballack are or ever were world class, then you have even less football knowledge that I first thought, and I never thought you had much to begin with.
And, no I do not think that Tevez is world class either, and I base that on watching him for two years. He is in that category of players just below world class.
Messi and Ronaldo are world class players. Tevez is not at their level.
