suarez is no stranger to controversy, in the world cup in the dutch league and now in the premier league,liverpool fans will obviously defend the player,and i believe the fa are making an example of suarez,but there is no doubt that his integrity and professionalism as a footballer is poor.

Well, Evra did exactly the same!!!!!
He used abusive language and called him South American in a racist way. I think that's actually worse then Suarez calling him negrito, which is buddy, homie or a friend... So, is Evra getting banned??

They couldn't charge him with part two, without charging him with part 1 though could they? Have a read of it. Part 1 leads into part 2.

Part one - "insulting words or behaviour" - apparently Evra admitted this in his own written evidence. Do the FA have to receive a complaint or can they act on their own initiative -but then someone at the FA would have to have initiative?
part 1 of the rule says "or a combination of, violent conduct, serious foul play, threatening, abusive,
indecent or insulting words or behaviour"
suarez (alleged) guilty of abusive/insulting words
evra (alleged) guilty of threatening/abusive words and behaviour... same rule.
part 2 says "including a reference to any one or more
of a person’s ethnic origin, colour, race, nationality, faith, gender, sexual orientation or disability"
suarez (alleged) guilty of race/colour
evra (alleged) guilty of ethnic origin/nationality, again the same rule.
the rules encompass many different factors of which they are both equally guilty or equally innocent.
