Milan bottled it because they wanted him on loan until the end of the season then they would buy. Seemed fair enough but City asked for a third upfront (£8m) which Milan refused to pay.

In other words they wanted him on loan for now but had no intention of buying in the Summer, if we're just going to loan him out we should let PSG have him as they seem more trustworthy.
