I'm lost, how is this anywhere near the minimum of the 15% according to FA regulation?
Sounds like elf 'n' safety to me
They only leave several hundred seats empty for a home league game, so why would they need to leave so many seats empty for an FA Cup fixture?
I assume this means there will be around 2000 seats left empty for safety reasons, and not given to the home fans as this would be unbelievable if they were.
As it stands, we have had 49% of our allocation withheld for safety reasons, the only way this would be fair is if Norwich City had 49% of their usual home allocation withheld; which it clearly won't be.
If Carrow Road can not support a 15% allocation for away fans, as per competition rules they should be forced to play the game at a neutral venue.

From what I have heard Norwich sold tickets to their season ticket holders first so they could have their regular seat. It might not be true but it will be interesting to see how many seats are free come next weekend
