Spidermans villains have mostly worked in animation too. The only live action villains that have worked for Spiderman on the big screen is Green Goblin,Dr Octopus and Mysterio.

I agree, the potential is greater for Spiderman. It's just unfortunate that Sony are incapable of doing these characters and story justice.
