Rangers newco will be allowed into the SPL and will accept penalties. No one is going to vote to reduce the quality of their playing squad even more drastically than they will be have to do anyway: and that includes Rangers newco whose owners won't want Div3 finances.
Use newco to reorganise your league to 14 and try and disguise the obvious fact that the SPL will be (in any event) a one horse league for the next 5-10 years at least.

Using this whole fiasco to re work the whole of Scottish football would be ideal.
2 16 team leagues, then pyramid structure all the way down.
Rework all governing bodies into single body.
Provide for % of all tickets at low amount for get parents to take kids.
ZERO tolerance for any pseudo religous or political activities within football grounds - that means all the red hand, billy boys, famine song, sash AND h^ns, tri colour, irish "ditties" all go completely.
But instead, the talking heads of the game will get around the table come up with a decision that they can all accept, and then sit back saying "we did good".

Its just recognition that whatever the set up the football has to be entertaining and of a reasonable standard to get any audience for the money being paid.
Honestly, don't see how that can happen because the SPL is really struggling with finances at present. Irrespective of what happens at Rangers, all the SPL will be shedding some of their better players this summer. And fans will want reduced admission as well to reflect lower quality.
I understand the integrity argument. I'm not saying you are wrong but I just don't think its the be all and end all. Celtic fans may stick with an SPL without Rangers for a season but even then many will probably be more selective about their games. No Rangers and you won't even convince many of your own fans that they aren't watching a 1 horse league. Football needs competition and an element of uncertainty.
Use it as a chance to reorganise the league.

This entire shambles stinks of 'shorttermism' (sic)
Our game is a laughing stock because of the monotony of a two-horse race. Yet almost every argument is designed to sustain it. This is our ONE chance to fix our game as everybodys hand is forced.
If sanctions are imposed and there is potentially a £600-£700K (BSkyB) shortfall for some clubs for a few years why not...
Bin a mediocre 12K a week player?
Try and attract 30k bums on seats over the course of the season?
Put £0.50 on a pie?
In any other business or industry they change in relation to demand or constraints.
We are sitting with our eyes closed, fingers in our ears, humming to ourselves, desperately clutching onto some mythical fantasy.
Rid our game of it's "issues". Make it better. And it will bear fruits in the long term.
