I've just been reading Sol Campbell's view on BBC page that points should be docked for offences involving racism.
Whilst I see his point and it would motivate clubs to try and prevent incidents occuring, I think it would be too risky. It would give fans, more specifically mindless/crafty ones, the opportunity to directly influence the league standings.
Imagine a situation like in the premiership at the end of last season, two teams battling it out on the last day for the title. Devious fans could attempt to purchase tickets for their rival's game and then spew forth vile racist comments or run on the pitch and give someone a smack and earn their rival team a points deduction.
Whilst this is obviously an unlikely occurence it's not beyond the realms of possibility.
Also regarding Dave Jone's comments that the 'vile animal' leeds fans should be banned from every away game. I'm not so sure other clubs would be happy at missing out on the revnue from 3000+ away tickets because of the actions of a few idiots.

Geezzzzzzzzzzzz,their spoiling the fun,you can no longer insult players about their race or question their sexuality.
Soon the only fun left to be had will be to run on the pitch and physically assault players.
