As you can see, the draft proposal includes Rangers not being promoted and staying in the bottom tier.
However, that's not even a debating point when they include rules like :-
"Under the combined rules, there would also be a standard 15-point penalty for any club which experiences an insolvency event. Ten points would be deducted immediately, with the further five-point deduction applied at a stage of the season when the SPFL board determined it would have the most meaningful impact."
That's an actual rule, I'm not making it up.
For extra spice I hear they are also considering replacing the player of the month award with a ceremony involving a slightly homoerotic sequence where the best two candidates circle round an old tree trunk, systematically putting their hands into burrows until one of them is stung by a ugly frog monster.
That last one is not actually an spfl rule, but a scene from Flash Gordon. Bet you were believing it though.

Would you just give up on the rangers not being promoted bit. By winning the current third division, you would then be rated as the 33rd best team in Scotland. Under the new leagues, that puts you in the new third division.
The whole 'we'd win promotion without being promoted' doesn't apply, as you'd be winning promotion from the old third division to the old second division.
Give it a rest.
As it is,I believe league reconstruction will do nothing to improve Scottish football. The only thing that will improve the game up here is a complete overhaul in the attitude in how we teach our kids to play the game, with less emphasis on all out winning and more emphasis on technique and passing.
We also need to scrap these 'no ball games' signs that have infested the country, even in parks ffs. How can kids learn to play when there is nowhere for them to play? The old prìcks that come out and tell kids to clear off while having a kickabout are the same old prìcks that constantly bleat about how rubbish the country is at football, and how we're on the slide.
Ultimately though what our game needs is money, and the only way to attract sponsors is to have success on the pitch, so we need to improve our standards by improving our kids. That way, when the Motherwells and Dundee utds qualify for European qualifiers they won't get pumped by a bunch of pastime Icelandic fisherman which is embarrassing and destroying both our coefficient and attractiveness to sponsors

Article is full of spotty research:

Wrong, Rangers are FULL members of SFA - with same membership as was held by Oldco. Rangers are associate members of SFL.
Getting THAT wrong, kid of devalues the rest of the piece.
But as to the proposals - zero chance of going through. The SPL have taken an already messy set of rules which are in in some cases directly contradictory to the SFA rules (LNS enquiry), and made them even MORE complicated.
IMO, if there is one thing that will drive people further away from the game, it is this mess.
No div 2 title.
Arbitrary points deductions.
Complicated promotion / relegation.
Lunatic double split & triple 8 mini leagues.
Seriously, what exactly does the Hampden braintrust think, that fans who are completely against this will still keep going.
I don't care if we are seen as customers rather than fans, been that way for decades, but ANY business who does not listen to its customers, will not be IN business for long.

As to the Rangers promotion argument - SFL rule 85 specifically states that Rangers MUST be promoted.
That, and the well known precedent of Stranraer.
