As far as we know, it is all speculation that Rooney will be leaving Old Trafford and that Suarez will be moving to Arsenal, but I think this is quite an interesting point to bring up.
This rumour from the BBC (Sunday Mirror):
"Wayne Rooney will not be allowed to join one of Manchester United's rivals for the Premier League title and the champions will only sell the 27-year-old striker if he agrees to move abroad."
I think Moyes has done the correct thing here if this should be true. He obviously knows that, if he was to sell Rooney, sell him abroad. If man United are to regain the Title once more, it is key if they aren't able to hang onto their stronger players, they need to be sold at a good price abroad. I wouldn't (personally) put United as odds on favourites from the Title this season, Chelsea and Man City both ahead for me, but why would you want to sell your star man to a team that will be chasing the Title (Chelsea)? So yes, if you are to sell Rooney, sell him for a better price abroad, because the one thing you do not want to do is strengthen your rivals and lose out on one of your best players.
But this is where Liverpool have got it wrong. Although it is still speculation, why on Earth would you sell Suarez to Arsenal? they only just got 4th place last season, and I just can't see them retaining 4th spot again this season, this is your chance to capitalise on what I feel could be their downfall. Liverpool have improve as a team, and are getting much stronger now, so why sell your 30+ goalscorer to the team you are chasing for 4th spot. Of course Spurs and Everton will be sniffing around, but I see Liverpool getting 4th as long as Suarez isn't sold to Arsenal. Again, if your going to sell him, sell him abroad and get someone else that is capable of knocking in the goals. I just don't understand the logic behind selling your best player to the team you are chasing.

I don't see how your squad is improving. Your new signings don't look very impressive. We heard the same thing 2 years ago about how you're improving and you spent a lot of money that year and you ended up finishing 8th.
Arsenal haven't lost any key players yet which is a positive sign and our squad no doubt will be better next season.

Man City? One the growing sides in Europe? 2 seasons ago? Barcelona 3 seasons ago? That doesn't mean he isn't highly rated. Gotze didn't cost as much as Modric, does that mean he isn't > Modric then? So what if he is less than others, doesn't mean he isn't as good. That's just ridiculous. Only 1 team was interested in signing Ronaldo, that was Madrid and other teams like Barca, Juvenus, Bayern etc could all afford him, easily, does that mean he isn't highly rated abroad because only 1 team was interested in him abroad.

Barca were keeping tabs on him when he said that he wanted out of United and City were reportedly going to come in for him.

For all we know, tentative moves have been made for Rooney, with the answer being an clear "he doesn't want to leave England"

I think us going very quite on the Rooney thing shows our true colours that we weren't really interested in him just Jose destabilising Moyes in his first few weeks.
