I've always liked Vaz Te, but could we afford him? According to Sky news, West Ham have told him he is free to leave but as yet no club has come in for him.

Free to leave or available on a free transfer?
They may be willing to listen to offers, but those offers would probably need to be higher than £0 and he may demand unaffordable wages as well.
In a more general sense, while I wouldn't be unhappy if we got him, I've always thought he's one of those players where he's got pace and skill but is lacking a football brain.

I think we would all be surprised if there is anyoe come in other than a young loanee from a premier league team (if that)

"Free to leave" means the club has agreed to his request to be transfer listed – not that they are giving him away. In fact, Fat Sam has gone on record as saying he thinks the player has been 'tapped up', so they are likely to hold out for a decent transfer fee.
He is also reckoned to be 'on a bunsen', so we could never afford him.
